[Users] "Site Down" Message

I guess it cued them all up and sent them whenever the list came back up or 
something. It says it was received on the 28th, today. I didn't look at the 
sent field, so i assume that it jsut somehow held the messages and jsut sent 
them all at once. THat's why we got about 10 different site down messages in 
a row.
