Do you mean create a topic within a board.  To do this, locate 
the board category where you want to put the new topic and click 
the "Post a new topic" link.

note: if you do not see this link then you do not have permission 
to post.  I believe you cannot post in the news and announcements 
board or any of the archived boards.
